‘Administration register’ and public transparency of information about ownership in Finland

The Commission has prepared a reform which would open up competition for the registration of shares in listed companies and the keeping of information about ownership. The proposal incorporates the ‘hallintarekisteri’ (administration register) model, meaning that an owner can register his ownership anonymously using it. If this proposal is adopted, it will come into conflict with Finland’s principle of openness and transparency.

Does the Commission intend to deprive Finland of the right to preserve transparency of businesses’ domestic ownership information?
