VP/HR — Hanging of persons in Iran for crimes committed when they were minors

Question for written answer E-014041-15
to the Commission (Vice-President/High Representative)
Rule 130
Marc Tarabella (S&D)

There are reports that yesterday, for the second time in a matter of days, a person was executed in Iran for crimes committed when she was a minor, highlighting the serious flaws in the Iranian justice system.

Fatemeh Salbehi, aged 23, was hanged for a crime she allegedly committed at the age of 17, only one week after another person was hanged for offences committed when he was the same age.

1. Is Iran not required by international law to comply with the total ban on the execution of minors? What is more, there were serious flaws in Fatemeh Salbehi's trial and appeal process. By way of a reminder, she was sentenced to death in May 2010 for the murder of her husband Hamed Sadeghi, aged 30, whom she had been forced to marry at the age of 16.

2. The UN Committee on the Rights of the Child will shortly consider the situation in Iran. Will the Commission's views be taken into account?

3. Does the Commission have an official position on this issue? Has it made this position known to the Iranian authorities, and how, if at all, did they respond?
