Young people's participation and active citizenship

At the European Youth Conference, held on 22-24 September 2015, Xavier Bettel, Prime Minister of Luxembourg, called on young people to ‘participate more, be interested in their own future and in the development of society’.

Encouraging participation and active citizenship among young people were also two of the main objectives of the Commission's white paper on ‘A new impetus for European youth’, published in 2001.

In 2009, the EU launched its Youth Strategy for 2010-2018, which also aimed to encourage young people to be active citizens and participate in society. While ‘participation’ is one of this strategy's eight main fields of action, only one young person in three voted in the European elections. Encouraging young people to take an active part in democracy and political life therefore remains a major challenge.

1. What progress has been made in achieving the objectives of the EU Youth Strategy 2010-2018, particularly concerning the participation of young people?

2. What will be the main lines of action of work towards these objectives in respect of the participation of young people?
