The Commission has approved the national programmes for 2014-2020. On the basis of those programmes, national authorities decide to distribute the aid through their partner organisations (in many cases NGOs).

National authorities are permitted either to buy the aid goods themselves and pass them on to the partner organisations, or to give the partner organisations money so that they can buy the goods themselves. I have observed that in certain cases the goods distributed include canned fruit apparently originating in China, which is strange at a time when European agriculture is itself facing difficulties.

What formal and technical conditions does the Commission attach to these purchases?

Are there any specific conditions relating to the origin of purchased food?

Does the Commission agree that this food which is given away through FEAD ought to be of guaranteed European origin?
