I should like to put the following questions to the Commission concerning the continuation or lifting of the suspension of the use of seed dressings containing neonicotinoids as an active substance:

• 1.Does the Commission consider it legally acceptable that the European Food Safety Authority (EFSA) assessed the active substances on the basis of a bee guidance document which was not valid at the time of the assessment and which has not been adopted since?
• 2.What does the Commission believe that the consequence will be if the EFSA assesses the monitoring reports that have been received in the light of the conclusions of the guidance document which has not been adopted?

Does the Commission realise that, as currently formulated, the conclusions of the bee guidance document would be impossible to comply with?
