According to a recent study, 20% of Europeans have never used the Internet. As computers become increasingly important in all aspects of daily life, it can be said that Europe is facing the segregation of technology’s early adopters and its reluctant users. Although the effect of technology on people’s lives is perceived as positive, many still do not have this opportunity.

What measures does the Commission suggest undertaking in order to avoid a ‘digital division’ in Europe?
