Insurance of a vehicle abroad and roadworthiness testing

On its website, the Commission states that the national vehicle registration authorities should accept insurance cover from any insurance company which is based in that country or with an office there or, failing that, which is authorised to provide services there.

A citizen from my constituency has contacted me because he cannot insure his French vehicle in Spain even though his insurance company has a branch in Spain.

Can the Commission indicate what law applies to the insurance of French vehicles abroad?

As for technical inspection of vehicles, can the Commission indicate whether roadworthiness testing is harmonised at European level?

What law applies to roadworthiness tests in Spain and in France?
