I have the following questions concerning the agreement concluded between the EU Heads of State and Government and the United Kingdom:

• 1.Can the Commission indicate what the legal basis is for such an agreement, where neither the European Commission nor the European Parliament have been involved and yet it must be approved by both institutions?
• 2.Can the Commission tell us on which (treaty) articles the President of the European Council based his decision that the European Court of Justice cannot amend or revoke the terms of the agreement?
• 3.What is the Commission’s view of the statement by the President of the European Council that the agreement is in line with European standards and legislation, given the damage that is done to the principle of non-discrimination by the restrictions placed on the social rights of non-British EU citizens in the UK?
