I would like to ask a theoretical question on Basic Farm Payments. Should a Member State or devolved institution responsible for the processing of payments to farmers under the Basic Payment Scheme fail to deliver the monies within the payment window, what powers does the Commission have to punish the theoretical government or institution and how likely is it that these powers would be used?
