On 17 March 2016, the Moroccan Deputy Minister for Foreign Affairs, Mbarka Bouaida, was quoted on the media platform Telquel.ma confirming ‘the resumption of contacts with European institutions through the establishment of coordination mechanisms enabling Morocco to access more information’ in relation to the General Court judgment of 15 December 2015.

1. Can the Commission clarify the legal basis for coordination of the Council and the Commission with the Kingdom of Morocco in the context of appeal C-104/16 P, as the latter is not a party to the proceedings?

2. Can the Commission confirm, in line with the established case-law of the Court of Justice of the European Union, that the Council and the Commission will strictly refrain from sharing any pleadings and documents related to the legal proceedings, other than their own written submissions?
