Recognition of migrants' skills

Question for written answer E-005344-16
to the Commission
Rule 130
Dominique Martin (ENF)

Following the massive influx of migrants in Europe over the past few months (between 1 million and 6 million according to sources, and these are only the figures for legal migrants), the European Union now wishes to integrate them into the European labour market so that they can rebuild their lives and have a future.

Besides the major investment that this represents in terms of linguistic training and the displacement of populations, it also seems unlikely that, in a time of crisis, it will be possible to create enough jobs.

Another major challenge is how to recognise the skills these migrants have when they have presumably come to Europe with no qualifications.

How does the Commission plan to assess the skills of legal migrants in the EU?

Has the Commission conducted an impact assessment to evaluate the cost, which is likely to be significant, of such an assessment campaign? If so, when will it officially publish the results?
