Marine protected areas: between the common fisheries policy and the Marine Strategy Framework Directive

The Marine Strategy Framework Directive (MSFD) is an environmental policy which the EU implements with the Member States on the basis of shared competence. One of the ways in which that policy seeks to protect the oceans is by setting up marine protected areas, some of which have been established as part of the Natura 2000 programme.

Under the common fisheries policy (CFP), meanwhile, only the EU can legislate and adopt binding acts. The objectives of the CFP are sustainable fisheries management, securing maximum sustainable yields of fish stocks, and the implementation of an ecosystem-based approach. The CFP must be consistent with EU environmental law, in particular the provisions concerning the requirement to achieve good environmental status by 2020.

2. In the Commission's view, do marine protected areas offer the fishing and tourism sectors economic benefits?
