Controls on labelling of sunscreen products in the EU

Question for written answer E-005519-16
to the Commission
Rule 130
Frédérique Ries (ALDE)

In a study published in June 2016, the French consumer association UFC-Que Choisir set out its results from the testing of 17 high-factor (50 and 50+) sunscreen products for children.

The association specifically found inadequate protection against UVA radiation (ultraviolet rays with a longer wavelength than UVB) even where the packaging stated that the product provided ‘high protection’ or ‘very high protection’.

As the Commission emphasised in its recommendation of 22 September 2006, ‘the risk generated through UVA radiation cannot be neglected’. It carries the same skin cancer risk as UVB radiation.

Is the Commission aware of this study? Can it confirm that the in vitro method on which it is based is as reliable as the tests usually carried out in vivo for cosmetic products?

Does the Commission intend to put pressure on the Member States to ensure compliance with Article 6(3) of Directive 76/768/EEC on the proper labelling of sunscreen products?
