Under Article 4 of Regulation (EU) No 952/2013, Melilla is excluded from EU customs territory. As a result, it is generally considered a third country for the purposes of the application of EU rules.

Nevertheless, for the purposes of applying animal health rules and given that Melilla forms part of the Spanish health territory:

Can the Commission clarify whether a potential animal health issue in Melilla would automatically affect health considerations in Spain as a whole?
