Choice of research data in calculating biofuel emissions

In its report on ‘Definition of input data to assess GHG default emissions from biofuels in EU legislation’ (August 2016), the Joint Research Centre of the European Commission uses marginal electricity as a base line.

If this same approach were used in assessing the emissions of electric vehicles, it would produce results showing that electric vehicles were environmentally worse than fossil fuel.

— Can the Commission explain why the JRC uses marginal electricity when assessing biofuels but uses a different approach when assessing electric vehicles?
