In view of the current situation, and specifically the fight against terrorism and the danger of infiltration of European territory by extremists, the creation of a European Union secret service reporting to Europol, with its legal basis in Articles 33, 87, 88 and 89 of the Treaty on the Functioning on the European Union, the current low level of cooperation between the secret services and security services of the Member States and the desire, as set out in the plan, to use the abovementioned services in many very vaguely defined contexts, as well as the need to balance the security of European citizens with the safeguarding of inviolable rights, does the Commission consider it necessary to examine in more depth the tasks allocated to the European secret services? Does it consider it necessary to ascertain whether there is effective and efficient cooperation within the organisation, as sought by the plan, and that the relevant fundamental rights are also being protected?
