The United Nations support mission in Libya (UNSMIL) wants to re-establish its long-term presence as soon as possible. The current civilian CSDP mission (EUBAM Libya) will also be present in Libya again as soon as possible. To this end, EUBAM Libya has carried out an assessment of the border surveillance situation. EUBAM Libya is working with the ‘National Team for Security and Border Management’ created by the Libyan unity government which is also part of the military.

1. What security policy measures in Libya and the bordering countries in the Sahel region are currently financed by the European Neighbourhood Instrument, the Stability Instrument, the EU-Africa Trust Fund or EUROMED Migration IV?

2. How could the UNSMIL and EUBAM Libya missions be supported by European police and gendarmerie units? What plans are there to involve the European Gendarmerie Force (EUROGENDFOR) in the missions?

3. What measures have been implemented by the Libyan unity government’s ‘National Team for Security and Border Management’, consisting of representatives from the Libyan ministries of defence, finance (customs), justice, transport and external relations with European border authorities in the context of EUBAM Libya? What does the External Action Service know about the participants in the ‘EU-Libya Committee on Integrated Land Border Management’ (Council document 5684/1/17)?
