Measures to combat homophobia in the EU

A number of studies, such as those published by SOS Homophobie and Arcopoli, have reported an increase in homophobia in the EU. They also warn that the Internet has become the main forum for LGBT phobia.

These associations are complaining about the lack of official figures. The European Union Agency for Fundamental Rights (FRA) considers the collection of comprehensive reliable data to be vital for the success of public policies against homophobia.

In the light of the situation referred to above, and bearing in mind the need to strengthen EU action in this area, as stated by Commissioner Jourová in her answer to Question E‐000202/2015, can the Commission answer the following questions:

In order to combat homophobia effectively, does the Commission consider it crucial to include hate crimes for reasons of sexual orientation and gender identity in Framework Decision 2008/913/JHA on combating racism and xenophobia?

Will it carry out a regular survey, through the FRA and with possible Member State participation, to compile comparable data on hate crimes committed against LGBTI citizens?

Does it consider it necessary to create or support, through the Rights, Equality and Citizenship Programme, a Community project to monitor and report homophobic and transphobic hate crimes?
