Labour rights in Peru

On 22 June 2017 a fire in the Galería Nicolini shopping centre in Lima left two workers dead, two unaccounted for and 17 injured. Some of these workers were locked in on the Galería’s fourth floor, in conditions described by NGOs as close to slavery. This tragedy is yet another example of a very lax attitude to labour relations, with very little government control exercised over business practices that contravene both the ILO Conventions and Peru’s own rules and regulations.

Peru is signatory to a trade agreement with the European Union. Article 269 of this agreement provides for the safeguarding of workers’ rights and national and international labour standards, while Article 280 sets up a Sub-committee on Trade and Sustainable Development with responsibility for following up, assessing and implementing clauses on labour and the environment in the agreement.

What effect have the assessments by the Sub-committee on Trade and Sustainable Development had on the situation in Peru and what actions have been planned, where necessary, to ensure labour rights in Peru are better safeguarded?
