On 28 June, Commissioners Oettinger and Cretu published a paper entitled ‘Reflection Paper on the Future of EU Finances’. Under the section ‘Reforming the common agricultural policy’, the Commissioners state that they are exploring the introduction of a degree of national co-financing for direct payments in order to sustain the overall levels of current support.

Can the Commissioners outline what stage these proposals are at, i.e. are they the result of a study, or have they been discussed with the Council?

Can the Commissioners also outline whether these proposals have been discussed with Commissioner Hogan, and whether these issues arose in the recent CAP consultation?
