With regard to the rules on net neutrality set out in Regulation (EU) 2015/2120, is it permissible for an Internet access service in a Member State to restrict access to information, content, applications or services where an end-user:

• 1.Has agreed to that restriction in the terms of service of an Internet access service?
• 2.Has the ability to disable that restriction?
