Shared responsibility for children in Europe

Children are among the most vulnerable people in crisis situations, as we are now seeing in places such as Italy and Greece which are burdened with refugees.
In Greece, for example, we can see how the government has economised on support for children’s homes, with the result that some of them are having to close.
In other places, for example in Eastern Europe, we are aware that the conditions in some children’s homes are so deplorable that they constitute downright violations of human rights.
Can the Commission please answer the following questions:
- 1.Are any specific sums earmarked to help children in need in the economic aid packages granted by the EU to crisis-hit countries?
- 2.If so, how does the Commission ensure that the money is properly spent?
- 3.If not, how will the Commission ensure in future that such such sums are earmarked specifically to help children in need?
