Replacement of University posts contracted through the Youth Guarantee Programme

The Government of Castile-Leon (Junta de Castilla y Leon) specifies as one of the criteria under the Youth Guarantee Programme, that contracts for any posts subject to the Programme should be for a duration of two years, but if the contracted person leaves the Programme and the contract after the first six months, the resulting vacant post is not filled.
The Government of Castile-Leon has an agreement with the University of León to cover certain posts through the Youth Guarantee Programme; however, one person covered by the Programme left after the first six months. This person will not be replaced and the money from the Programme allocated to the post will not be used by the University.
In the light of this:
- 1.Does the Commission know what will happen with the money which has been budgeted for but which will not be utilised?
- 2.Does the Commission know whether provision is made for such a situation in the Youth Guarantee Programme and in the control mechanisms to ensure a correct utilisation of European funds?
