Re-routing of cancelled flights

With reference to its earlier answer (to Question P-005941/2017) could the Commission please provide the following further details:

Is it possible under the current legislation (Regulation (EC) No 261/2004) to demand that an airline which cancels a flight must re-route the passenger’s journey without extra charge, even if the journey is re-routed to another airline or mode of transport, to a higher class or ticket price than the price the passenger paid for the original journey, or is this a non-binding recommendation?

In its answer the Commission refers to a revision of Regulation (EC) 261/2004 of 13 March 2013 (COM(2013)130 final). What stage in the legislative process has this revision reached, and when does the Commission expect it to be implemented?
