Slow tendering procedures in the Calabria Region

Public notices, calls for tenders and calls for expressions of interest published by the Calabria Region under the Calabria ROP and RDP for 2014-2020, drawing on the ERDF, the ESF and the EAFRD funds, are increasingly beset by delays and lengthy administrative procedures, from when the notices are published to the completion of the activities, right up to the certification of expenditure. The Commission has already noted, in response to Written Question E-000024/2017, that the time schedule for the tendering process in Calabria needs to be shortened, in order to comply with good administrative practice and not to discourage participation in future tendering procedures. More specifically, it was pointed out that further to a dialogue between the Commission and the managing authority, the region had committed itself to adopting, by April 2017, an administrative act requiring all regional departments to reduce the time frames required for the management of ERDF tenders to within 90 days. Several months on, the tendering procedures continue to progress slowly, with delays, inefficiencies and suspensions. Can the Commission therefore say:
