The 2014-2020 ‘Metropolitan Cities’ NOP, approved by the Commission by Decision C(2015) 4998 of 14 July 2015, gives effect to Italy’s national urban agenda and provides a territorial interpretation of the 2014-2020 partnership agreement. The mayor of the administrative centre of a metropolitan city is deemed to constitute the urban authority and intermediate body and to a great extent is free to determine needs and hence select the operations to be carried out[1].
An investigation broadcast on 25 September 2017 on Presa Diretta, an Italian investigative documentary television programme, revealed that there is a criminal super-axis in which the ‘Ndrangheta, corrupt Masonry, and politics have melded together and which takes all decisions concerning national economic and political strategies, including European funding allocated under the 2014-2020 Reggio Calabria NOP[2]’.
In 1989, the Italian Government earmarked EUR 300 million for Reggio Calabria under Decree-Law No 166, but only 30% of the works in question has been completed[3].
— Can the Commission give a progress report on the works being financed in Reggio Calabria, in particular under the 2014-2020 Reggio Calabria Metropolitan Cities NOP?
— What confiscation measures have been carried out in Reggio Calabria under Articles 4 and 6 of Directive 2014/42/EU for the offences referred to in points (a) and (b) of Article 5?
