New communication channels and terrorism

On several occasions, terrorists have been seen to communicate using channels that make it difficult for police forces to identify them, such as Telegram. This allows users to send messages to friends over a secure link and also forward photographs and files. They can also start group conversations for up to 200 members and select a ‘secret conversations’ option in which messages, photographs and videos are automatically deleted.

What steps will the Commission take to combat this threat, which poses a serious risk to the civilian populations of the Member States?
