Exchange of currency

I write on behalf of one of my constituents regarding the exchange of currency from pounds sterling (GBP) to Bulgarian leva (BGN).

My constituent reports that, while travelling in Bulgaria, a bank refused to exchange GBP notes for either BGN or euros unless the GBP notes were pristine and entirely without damage. Further to this, my constituent informed me that this occurred to their detriment and, they further believe, their legal rights were contravened.

Could it be possible for the Commission to direct my constituent to the appropriate European Union and/or international legislation that outlines their rights and obligations regarding currency exchange within European Union Member States?
