Germany and France think that the Commission’s proposal for a ‘European services e-card’ presented on 10 January 2017 might introduce an ‘expensive system’ which, in addition, would not be consistent with existing instruments ‘from a legal or practical point of view’.

The Commission’s proposal would introduce new regulatory barriers and remove from the Member States the possibility of ensuring compliance with national requirements. It would also give service providers the opportunity to ‘choose’ their home Member State, with which they may have no connection at all. This provision would not allow the formalities concerning social security or posted workers to be complied with.

Two of Parliament’s committees (the Committee on Industry, Research and Energy on 28 November 2017 and the Committee on Economic and Monetary Affairs on 4 December 2017) called for the proposal to be rejected, and doubts have been widely expressed in the Committee on Employment and Social Affairs.
