IMF estimate that the cost per job found for an immigrant or refugee is EUR 30 000 in Sweden

According to the International Monetary Fund (IMF)[1], the recent influx of migrants will lead to a decrease in GDP per capita of at least 0.4% (p. 14). The IMF estimates the fiscal cost of one refugee to be around EUR 12 000 per year. It also estimates that unemployment levels will still be 24 percentage points higher among refugees than among natives in 2020 (p. 45).

On 24 January 2018, the European Commission published an English-language guide on the use of EU funds for the integration of the 35 million immigrants (p. 8).[2]

Why does the Commission consider over-qualification to be one of the six challenges in migrant employment, when the IMF study repeatedly states (pp. 16, 17, 20)[3] that they are less qualified than natives?

What is the cost per job created in the Swedish example given by the Commission (p. 17)[4]?

Does it match the estimated cost of EUR 30 000 for Sweden in the IMF study (p. 48)[5]?
