Progress towards ratifying the EU-Vietnam Free Trade Agreement

The EU and Vietnam concluded negotiations on a free trade agreement in 2015, more than two years ago, and yet they still have not submitted it for ratification. This delay appears to be due to a number of stumbling blocks, including the issue of human rights in Vietnam.
With a view to helping Parliament prepare for the referral of the agreement:
- 1.Can the Commission say when the agreement will be submitted to Parliament and give more details on the potential stumbling blocks?
- 2.Could it say what safeguards will be provided under the agreement and outline the additional undertakings given by the parties regarding the upholding of human rights and fundamental freedoms? Will provision be made for monitoring or delivery mechanisms?
