Kresna Gorge road development

Question for written answer E-001534-18
to the Commission
Rule 130
Ska Keller (Verts/ALE)

The construction of the Struma motorway is partly funded by the European Union budget and a planned extension of this motorway will pass through the area of Kresna Gorge in Bulgaria. Kresna Gorge is a protected Natura 2000 area with the highest biodiversity in Bulgaria, is home to a wide variety of animals and plants and is an important migratory corridor for animals. The destruction of this unique natural habitat by the construction of a motorway must be prevented and the Commission must ensure that EC law is not infringed.

1. Why did the Commission decide to fund other planned sections of the Struma motorway before ensuring that the motorway was not built through Kresna Gorge?

2. What is the Commission doing to ensure that the rules and laws to protect Natura 2000 areas and the Habitats Directive are observed with regard to the Kresna Gorge area?

3. How will the Commission ensure that local people’s concerns are taken into account, given the complaints that the EIA procedure was not conducted in a manner whereby people felt they had been properly consulted and their positions reflected in the documentation?
