Sexual exploitation of locals by Oxfam staff in Haiti

Question for written answer E-001720-18
to the Commission
Rule 130
Franz Obermayr (ENF)

According to reports in the newspapers Die Zeit and Der Kurier, following the earthquake in 2010, Oxfam staff took advantage of the plight of vulnerable people in Haiti and held sex parties, allegedly even involving minors. A similar situation is said to have arisen in Chad in 2006. According to these reports, the Commission is now demanding a thorough investigation and has threatened to withdraw funding[1] [2] [3].

What stage has been reached in the promised Investigation?

Is the Commission aware of any other reports of abuse of vulnerable people by NGOs in other parts of the world?

How does the Commission intend to prevent the misappropriation of funds by NGOs in the future?
