Combating corruption in the EU

A Eurobarometer study on companies’ attitudes towards corruption in the EU, published in December 2017, shows that 67% of European business owners consider corruption to be a widespread problem in their country. 37% also see this as an obstacle to doing business.

The study also reveals a perception that some public contracts, direct adjustments and concessions are tailored to certain companies that have privileged political connections. According to the study, 42% of business owners believe that the success of their business depends on political connections. In Portugal, the percentage was even higher (70%).

The very perception that there might be complicit and interdependent involvement between political and economic power undermines and jeopardises the trust that people have in democratic institutions, the principle of separation of powers, the European values that we uphold, and the very rule of law.

1. In view of these results, what measures does the Commission plan to adopt (potentially with the involvement of Member States) to increase people’s trust?

2. What other action will the European Anti-Fraud Office take to combat the potentially corrupt practices in the EU perceived by business owners in this study?
