Sharing responsibility for greenhouse gas emissions and damage caused to the environment across the whole meat sector value chain

Question for written answer E-002165-18
to the Council
Rule 130
Carolina Punset (ALDE)

The livestock sector plays a strategic role in a number of regions in the EU and this position has led to the provision of financial incentives for setting up new farms and incorporating young people. However, problems with waste management and the running of the farms themselves are increasing greenhouse gas emissions[1], undermining EU climate commitments, and polluting aquifers and soils.

To tackle this problem, the sector should be reorganised and the economic and management responsibilities that are currently being assumed by the farmers — the weakest link in this value chain — should be shared out.

It is essential that the solution involve the meat sector, with its large integrated companies that, for the most part, do nothing to tackle this issue, despite the fact that the sector is booming, with exports exceeding EUR 11 billion[2].

According to the agreement reached on the effort sharing regulation[3], the meat industry and meat production sectors are not integrated when it comes to efforts to mitigate emissions.

Does the Commission believe that responsibility should be shared across the whole value chain to achieve a better distribution of the effort and bring about a definitive cut in emissions in these sectors?
