NGOs' resources and the financing of terrorism

On 25 and 26 April 2018, France hosted an international conference on the financing of terrorism, under the banner ‘No money for terror’. It is known that Daesh (Islamic State) and al-Qaeda have many sources of financing as well as sophisticated techniques for diverting their funding streams.

It is also known that NGOs in the Middle East are being financed to spread a radical version of Islam under the guise of delivering humanitarian aid or promoting social projects. A number of Middle Eastern countries have undertaken to combat this covert financing.

The European Union provides support, from its budget and via the European Development Fund (EDF), to many NGOs across the world. Thanks to the system of financial transparency, the list of organisations — including in Qatar, Iran and the Palestinian territories — which received funding in the period up to 2016 is publicly available. However, the Commission is not required to publicise the names of organisations that receive less than EUR 15 000.

Does the Commission check the sources of financing of the organisations to which it gives grants, including those that have received less than EUR 15 000?

Is it certain, and does it have any guarantees, that, before or after being granted EU funding, none of these organisations received monies which might have come from terrorist or criminal networks?
