The administrative consolidation plan (Piano di Rafforzamento Amministrativo — PRA) for the region of Calabria is an important tool for enhancing the administrative capacity of the regional authority for the efficient and effective implementation of the Calabria 2014-2020 ERDF/ESF ROP.

The plan aims to render the regional administrative structure efficient in order to significantly reduce procedural timeframes for implementation of actions under the ROP, increase the average annual spending capacity, and complete the digitisation of all ROP management procedures.

The Region of Calabria launched the implementation of its PRA, dividing it into two phases.

As already stated at the last meeting of the Monitoring Committee, upon conclusion of the first phase, the Calabria PRA was still afflicted by various delays and shortcomings.

In view of the above, and given the chronic delays in the implementation by the Region of Calabria of actions under the ROP, can the Commission answer the following questions?

1. Has the official version of the second implementation phase for the administrative consolidation plan been submitted?

2. Does it think that there has been an increase in the spending capacity available for ROP projects?

3. Does it consider the consolidation of the administrative structures in the Region of Calabria in general, and the timeframes and procedural complexity of implementation of ROP actions as well as the strengthening of technical capacity and skills of the staff responsible, in particular, to be satisfactory?
