Insurance for off-road vehicles and equipment

The EU directive amending aspects of the Motor Insurance Directive (MID) incorporating the 2014 ‘Vnuk’ judgment[1] of the Court of Justice of the European Union (and possibly others) could subject companies and private individuals to significant extra and unplanned costs, including insurance, insurance tax and administration. Companies will have to increase their charges to cover such additional costs and accordingly increase VAT elements of their invoices, which in turn increases GNI nationally.

Has the Commission completed an impact assessment of its proposal to include off-road vehicles and garden/agricultural equipment within the scope of the amendment, and has it determined what ‘own resource’ gains to the budget might be forthcoming?
