Structural fund appropriations for improvement of air quality in Bucharest

In May 2018, the Commission referred Romania to the Court of Justice for failing to respect agreed air quality limit values or take appropriate measures to keep exceedance periods as short as possible. Bucharest is one of the offending conurbations, having exceeded its daily limit values ever since Union law became applicable to Romania.

At the same time, however, the European Union is making structural funding available to Romania for action to address climate change, including measures to improve air quality.

1. Can the Commission say whether discussions were held prior to the decision to initiate infringement proceedings against the Romanian (central or local) authorities, with a view to addressing the issue of air quality in Bucharest?

2. Have the local authorities sought Commission approval for any specific projects seeking to address and remedy the problem of inadequate air quality?
