VP/HR — Relocation of the Bedouin village of Khan al-Ahmar and violence against residents in the West Bank

On 5 July 2018, foreign diplomats visited the village of Khan al-Ahmar in the West Bank and raised their concern over the plans of the Israeli Civil Administration (ICA) to start the demolition of this village and the forcible transfer of its inhabitants to a designated relocation site.

There have been incidents of violence against Palestinian residents by settlers in the West Bank. The forcible transfer of the Palestinian Bedouin community is in breach of the Fourth Geneva Convention and could open the way for mass displacement of other communities in the West Bank, and the relocation of Khan al-Ahmar would de facto hinder a two-state solution.

1. What diplomatic options will the EU consider taking should the forced transfer of the residents of Khan Al Ahmar take place?

2. Will the EU remind the Israeli authorities of Israel’s responsibilities and obligations as an occupying power under international law, and more specifically the Fourth Geneva Convention?
