British residents living in the EU-27 working across borders

It is estimated that 1.3 million people born in the UK now live in other EU Member States, and many are deeply concerned about the impact that Brexit will have on their rights to live, travel and work.

Some of these residents are self-employed and work across Member State borders, either by travelling physically to meet clients in other Member States or by working from one Member State and working for clients in a different country.

Although it seems likely that pre-existing rights to live and work in the Member State where a British national is settled will remain, has the Commission considered the onward mobility scenario central to the right of establishment for the single market, where British self-employed nationals may have clients across the border of another Member State?

Is this issue being discussed during Brexit negotiations in order to find a solution to allow British self-employed workers to travel for work and provide a service across borders?

What are the current arrangements governing self-employed workers from outside the EU who have only been granted the right to work in one Member State but have clients in other countries?
