VAT on imported second-hand vehicles in Malta

For a number of recent years Malta has imposed VAT on second-hand vehicles imported from Member States despite the fact that VAT will have already been paid in the Member State of origin. In view of this practice, is the Commission of the opinion that Malta should refund citizens who have effectively paid VAT twice on the same vehicle?
