Amounts and take-up rate of appropriations by the Commission in 2007 and 2008 under the National Strategic Reference Framework — Portugal

WRITTEN QUESTION P-0852/09
by Luís Queiró (PPE‑DE)
to the Commission

According to its own official presentation, the National Strategic Reference Framework constitutes the framework for implementing Community economic and social cohesion policy in Portugal from 2007‑13, and enjoys the support of the Structural Funds and Cohesion Fund for carrying out its operating programmes. Article 67 of Regulation (EC) No 1083/2006[1] lays down that from 2008, the management authorities shall forward their annual take-up reports to the Commission no later than 30 June each year, and shall submit a final report on the implementation of each operating programme by 31 March 2007.

While it is clear that the Portuguese authorities will not yet have submitted the annual take-up report for 2008, the Commission must already have the data on the available appropriations and on those actually transferred to Portugal during this last year in respect of the implementation of the operating programmes and the relevant approved projects.

What are the amounts from the Structural Funds and Cohesion Fund transferred to Portuguese programmes/projects approved in 2007 and 2008 respectively?

What is the national take-up rate of the appropriations available to Portugal? What were the Portuguese operating programmes and relevant projects which had received the largest amounts of funding to the end of 2008?

n the importance of monitoring and inspecting the management of these funds, does the way the Portuguese Government has proposed to implement its systems for managing and monitoring the allocation of these monies comply with the Commission's requirements?
