On page three of HM Government’s Economic and Fiscal Strategy Report and the Financial Statement and Budget Report of 22nd June, the following words are included:

‘After approval for the purposes of Section 5 of the European Communities (Amendment) Act 1993, these reports will form the basis of submissions to the European Commission under Article 99 (ex Article 103) and Article 104 (ex Article 104c) of the Treaty establishing the European Community.’

1. Within the context, above, has the UK Government submitted its Economic and Fiscal Strategy Report and the Financial Statement and Budget Report to the Commission for approval and, if so, on what date?

2. Was this Report and Statement approved, unamended?

3. If there were amendments, what were those amendments?

4. What is the nature of this ‘approval’, within the above wording?

5. What further ‘submissions’, within the above context, are necessary and what are they?

6. When were these ‘submissions’ submitted?

7. Have they been approved?

8. If they are not approved, will it be necessary for the UK Government to make amendments?

9. Why is it necessary for the UK Government to seek the approval of the Commission in such matters and does the Commission concur that the UK Government has lost its sovereignty in respect of its economic and fiscal strategy and budgetary measures?
