European Nitrates Directive

The nitrates content in water is regulated at European level by the directive concerning the protection of waters against pollution caused by nitrates from agricultural sources. This directive is implemented in Germany through the regulation on fertiliser application (‘Düngeverordnung’).

1. To what extent is provision made for cases with cross-border implications, wherenitrates do not enter the water at the place where they originate but at a different placein another Member State?

2. What measurement basis and/or sanction mechanisms has the Commission put in place to take account of nitrate values that exceed the maximum level owing to the cross-border flow of water from one Member State to another?

3. What is the Commission doing to enable those affected to take action to prevent the cross-border discharge of increased levels of nitrates?
