Limiting co-funding for programmes relating to the Republic of Cyprus

By a joint decision of the European Council and the European Parliament, the European Union has allowed the ceiling on co-funding for programmes relating to the Republic of Cyprus to be increased to 85%, and in some cases to 95%, due to the economic crisis. Because I have been asked for clarifications by Cypriot citizens of the EU, will the Commission say whether the authorities of a Member State — in this case the Republic of Cyprus — may restrict cofounding to below 85%, on the pretext that they provide more programmes with the same sums of money, but with co-funding below 85%?
