Implementation and enforcement of the EU-Ukraine Free Trade Agreement

In its reply to my Question E-007576/2014 the Commission stated that, at the implementation of the Free Trade Agreement on 1 January 2016, Ukraine is to submit a strategy to approximate its sanitary, phytosanitary and animal welfare legislation to that of the EU.

1. Can the Commission say whether there is any realistic prospect of this deadline being met, given the political pressure on Ukraine from Russia, and can the Commission give a final date — stating reasons — by which it expects Ukraine to be able to comply with European standards, given the state of the Ukrainian agricultural and horticultural sector?

2. Can the Commission explain the precise content of the strategy which Ukraine is to submit at the implementation of the Free Trade Agreement on 1 January 2016, and by what date this strategy is to be implemented and Ukrainian legislation is to comply with European standards?

3. How will the Commission regulate the implementation of the agreed strategy and how will it monitor compliance with the agreed rules in future, so as to ensure that the quality of imported products from Ukraine complies with European law and there is no unfair competition?
