As from 1 January 2015 the German authorities have applied a minimum wage for all work performed in Germany, including cabotage.
The regulation governing the carriage of goods for hire or reward carried out by non-resident hauliers on a temporary basis in a host Member State (Regulation (EC) No 1072/2009 (the Cabotage Regulation)) contains a preamble referring to the Posting of Workers Directive.
Will the Commission please assess whether this reference in the regulation can be interpreted in such a way as to define cabotage as a posting?
If the Commission considers that cabotage can be defined as a posting, will it please assess what the consequences would be for the cohesiveness of the internal market for transport and for the European single market as a whole?
