The ‘Qualification Directive’

Question for written answer P-001055-16
to the Commission
Rule 130
Mike Hookem (EFDD)

Can the Commission confirm that the ‘Qualification Directive’ (Directive 2011/95/EU of the European Parliament and of the Council of 13 December 2011) provides the sole definition for someone applying for international protection by EU Member States?

Can anyone from anywhere in the world apply and be granted international protection under the conditions of ‘subsidiary protection’, specifically Article 15 of the directive relating to international and internal armed conflict?

For Member States that have opted out of this directive, is the 1951 Geneva Convention the only binding international legal instrument when considering international protection applications (aside from any national policies)?
