Calls for ‘Horizon 2020’ proposals in the area of maritime surveillance

In the context of certain calls for ‘Horizon 2020’ proposals in the area of maritime surveillance (in particular SEC-19-BES-2016 and SEC-20-BES-2016) the Commission is insisting on interoperability with the future ‘common information-sharing environment’ (CISE) and on the use of the CISE data model.

The CISE has not been finalised, however, and only a provisional version has been made public. The CISE data model is still being established in the Eucise consortium, which is funded under the Seventh Framework Programme for Research.

Actors who are not part of the Eucise 2020 consortium cannot therefore base the submissions they make in response to calls for Horizon 2020 proposals on the latest version of the CISE data model.

Given that the Horizon 2020 selection process, which is conducted by independent experts who act as assessors under the supervision of the Commission, is extremely competitive, this is distorting competition between the members of the Eucise 2020 consortium and the other actors, who have no choice but to refer to a provisional version of the CISE data model which will soon become obsolete, if it is not obsolete already.

How will the Commission guarantee fair competition between all the actors who respond to the calls for Horizon 2020 proposals?
